The law on combating drugs and psychotropic substances in the United Arab Emirates, Federal Law No. 30 of 2021, defines drugs as any natural or synthetic substance listed in Schedules 1, 2, 3, 4 attached to the law.
Table 1 includes “134” substances such as acetorphine, acetyl fentanyl, acetyl methadone, and others, including their isomers, esters, and ethers. It also encompasses derivatives, metabolites, and salts of these substances, as well as isomeric, esteric, and etheric salts.
Table 2 includes “10” substances such as codeine, dextropropoxyphene, including their isomers, esters, and ethers. It also covers derivatives, metabolites, and salts of these substances, as well as isomeric, esteric, and etheric salts.
Table 3 includes “8” drug preparations like propiram and cocaine preparations.
Finally, Table 4, in its three sections, includes 11 natural drug substances like khat, kratom, and salvia in the first section. The second section covers 15 prohibited plants for cultivation and possession. The third section includes parts and varieties of exempted plants, such as hemp stalk fibers and poppy plant seeds.
As for psychotropic substances, the law defines them as any natural or synthetic substance listed in Schedules 5, 6, 7, 8 attached to the law.
Table 5 includes “35” psychotropic substances such as amphetamine and dexamphetamine. Table 6 includes “18” psychotropic substances such as aminorex, dronabinol, and methaqualone. Table 7 includes “9” psychotropic substances such as amobarbital, buprenorphine, butalbital. Finally, Table 8 includes “85” psychotropic substances such as allobarbital, brotizolam, and aminorex, including their isomers, esters, and ethers, as well as derivatives, metabolites, salts, and preparations.
